    The Urban Design Lecture Series is part of the collaboration between University of Idaho and ULI Idaho's UrbanPlan program. Lectures are free and open to the public, ULI members, and part of the course in which students are participating in UrbanPlan. The series introduces a variety of foundational topics in urban design, land use and planning. Lecture is in person or can be watched via zoom.

    9/16- Affordable Housing
             Following a brief overview of Affordable Housing, this presentation will explore funding options that lead to affordable housing developments outside those provided by HUD or the Low-Income Housing Tax Credits.

    Transportation Planning/Management
             COMPASS, VRT and ACHD will share the transportation vision for the Treasure Valley and insights on how these plans can help shape an area.

    RSVP encouraged but not required.  Lectures are in person at the U of I Water Center (masks required) or can be watched via zoom. Zoom link will be provided to event registrants weekly, so please sign up to receive.

    Architect, PALO architecture

    Architect and Planner, University of Buenos Aires, Argentina. Master’s in architecture and master’s in design theory and Pedagogy, SCI-Arc, Southern California Institute of Architecture. Diploma in Smart Cities, Universidad Austral. MDI Máster in Real Estate Administración, Universidad católica Argentina / Universidad Politécnica de Madrid. Director and founder of PALO Architecture + Urbanism, a firm that specialized in educational and corporate architecture, real estate development, urban planning, and mobility. Emiliano is the Design Director of UIO Urban Innovation Office based in Boise, Idaho. Emiliano has taught architecture and urban planning at the University of Buenos Aires and the University of Palermo and was a guest professor at the UGC, Colombia. He has participated as a lecturer in different institutions and cities worldwide, published and collaborated in numerous articles on architecture and Urbanism, and participated in various audiovisual media shows. Emiliano is co-founder of UrbS.LA, a platform for research, strategies, and urban speculation specialized in the future of public space, mobility, and technological innovation in cities. https://www.urbs.la/.     Bart Cochran

    Founder and Executive Director,

    Bart is the founder and executive director of LEAP Housing Solutions, a local nonprofit devoted to creative affordable housing solutions. He is a licensed REALTOR and CEO of Property People, a local real estate company. His experience has been instrumental in the launch of Welcome Housing, transitional housing program for refugees; Yes You Can, a program focused on homebuyers with barriers to homeownership; Windy Court I & II, what will become the first net zero affordable housing development in Idaho built from shipping containers through a partnership a B-Corp Builder; Caritas Commons, the largest affordable homeownership project in over 25 years in Boise and first community land trust in the Treasure Valley; Aries, the first LEAP development in Canyon County; and LEAP ROC, an affiliate of ROC USA which converts manufactured housing parks into resident owned communities. Reporting to the Board of Directors, Bart has strategic and operations responsibility for LEAP Housing Solutions staff, program, expansion and execution of its mission. Bart is responsible for setting the mission and vision of LEAP and defining its strategic direction ensuring that resources are in place to accomplish important mission goals, recruiting and retaining staff, keeping teams motivated and capable of exceeding expectations, and building the kind of organizational culture which supports the LEAP mission. Bart serves as LEAP’s primary spokesperson to the media and general public. He reaches out to the community to represent LEAP, its vision and services through public presentations add by attending relevant business events, conferences and gatherings. A responsibility at which Bart excels is to identify and implement cost-effective ways to deliver state-of-the-art programs and housing options to clients. Bart graduated from the University of Idaho where he was the Student Body President, was named by the Idaho Business Review as a top 40 under 40 when he was in his 20’s, and lives in Northwest Boise with his wife and sone on a tiny farm.

    President, Galena Opportunity Inc

    Impact investing and Mixed-Use Development in high growth markets throughout the Mountain States and Pacific Northwest. Galena’s core strategy is neighborhood creation through residential mixed-use real estate development, including workforce housing and charter schools. Targeted investment size of $10MM to $75MM per phased transaction. Extensive program knowledge of federal, state and municipal financing arrangements utilizing LIHTC and tax-exempt bonds and federal funds, including USDA and HUD HOME, TCAP, NSP, CDBG, HUD 236, 221(d) and 223(f) programs.

    Brooke Green

    Ada County Highway District

    Brooke Green is a two-term Idaho State Representative and a Senior Transportation Planner with Ada County Highway District (ACHD). Brooke began her career in the field of public transportation with Community Transportation Association of Idaho. Brooke later joined ACHD as a transportation planner supporting ACHD bike and pedestrian planning, moved into managing project development, including concept development and the scoping program. She is ACHD Emergency Management Liaison providing emergency transportation support functions for Ada County, Emergency Management. As a state legislator, Brooke serves on the Joint Appropriations Committee, Business, Local Government Committee, and Millennium Fund Committee and Legislative Council. She is a 2021 Alumni of the American Council of Young Political Leaders (ACYPL). Brooke received two degrees from Boise State University in Communication and Marketing Technology and a Master of Business Administration from Northwest Nazarene University. She is a certified Professional Community Economic Developer (PCED).

    Regional Project Developer, Northwest Real Estate Capital Corporation

    John Vance is a Senior Property Developer with Northwest Real Estate Capital Corp. since 2015. John has an M.B.A. and a M.S. in Real Estate and Construction Management from the University of Denver, as well as B.S. degrees in Economics and Political Science from the University of Wyoming. His real estate career covers the full spectrum, starting with asset management and culminating in the development of mixed-use projects for a national development company.
