    Shellan Rodriguez

    Owner, SMR Development

    SMR Development is a small consulting firm, with a focus on creating partnerships between public agencies and private developers to meet community goals specifically around achievable housing development and urban redevelopment. Shellan M. Rodriguez, CEO and Owner, has a unique set of skills working with public and private sector clients to develop a multi-tiered solution to community-based development and redevelopment. She has nearly twenty years’ experience in the private, non-profit, for profit and government sectors of affordable housing development and urban redevelopment. She also brings a breadth of experience working in Idaho and around the diverse communities of California and Montana. Shellan has experience working in resort towns including on the island of Maui and the Tahoe Basin in California. She is a problem solver and an effective project manager, she is skilled with acquisition, entitlement, public housing policy, actionable housing plans and more. Shellan enjoys solving complex problems. With access to a vast network of partners she is able to work solo or team up to take on various sized projects including entitlements of workforce housing developments, housing and redevelopment financing and creating community oriented Actionable Housing Plans. Shellan likes to work on projects that provide value to the community and her clients. she is a certified PMP and USGBC LEED Green Associate. She is currently on the board of the Boise City/ Ada County Housing Authority and an advisory board member with ULI Idaho. She is involved in her local community and served as the Co-leader of the Housing Transition Team for Mayor Mclean in Boise, Idaho and is a member of the Citizens Advisory Zoning Committee. Public Private Partnerships: Shellan has more than ten years of experience working with urban renewal agencies in Idaho and partnering with redevelopment agencies in other states. She has worked in partnership with public and private real estate developers to create unique public spaces and added value to the community. She has also managed the creation and amendment of urban renewal plan areas in Idaho as well as the disposition of public parcels to private interests. Housing Development: Shellan has experience managing a variety of housing-oriented developments from land acquisition/ disposition through lease up, from six units to 200+ units. She has overseen the successful submittal of various housing financing applications at the state and local levels, including LIHTC, NMTC, USDA, HOME, CDBG, AHP, CalHFA and others. She has worked for and been on the board of public housing authorities in Missoula, Montana and Boise/ Ada County Idaho.

    Jennifer Seamons

    Executive Vice President, Capital Markets, Ohio Capital Corporation for Housing

    Jennifer Seamons is the Executive Vice President of Capital Markets for Ohio Capital Corporation for Housing. Jennifer comes to OCCH from KeyBank where she served as Senior Vice President and National Originations Manager of Key Community Development Corporation. In this position, she was responsible for leading origination efforts of low income housing tax credits, new markets tax credits and historic tax credits through both direct investment as well as syndicator platforms throughout KeyCorp’s 15 state footprint to support Key’s Community Reinvestment Act investment efforts. Jennifer joined KeyBank in 2000 and her background in banking includes experience in branch operations, commercial underwriting, along with community development lending. She brings financial expertise, counsel, and customized solutions to help organizations reach their complex goals. Jennifer has a BBA in Accounting and Finance from Boise State University and a Master’s Degree in Accounting at Boise State University. Jennifer’s passion and commitment to her community is evident in her active participation in her community. She has served as President of the Affordable Housing Investors Council, and currently serves as Board Member of NewWest Community Capital, Board Member of the Boise State University Foundation and Board Commissioner of the Boise City/ Ada County Housing Authority.

    Ben Casiano

    Property Developer, Northwest Real Estate Capital Corporation

    Ben joined the NWRECC Development Team in 2019 and has a B.S. in Finance from the University of Oregon and a Master’s in Real Estate Development from Georgetown University. Ben’s past experience includes managing a portfolio of value-add commercial properties in the Midwest and on the East Coast in various stages of rehab and stabilization for a debt fund. He has also worked in commercial real estate asset management and commercial construction finance for national banks. As a Property Developer at Northwest, Ben is responsible for: • Site selection and project feasibility for multi-family and mixed-use properties • Land Use Planning, Zoning and Entitlement • Reviewing all project legal and loan documents • Overseeing compliance with State and Federal tax credit programs • Capital stack structuring to include debt, equity and other funding sources
