    Megan Anderson Impact Fee Administrator Ada County Highway District Megan Anderson is an impact fee expert who has worked with impact fees since 2009. As a financial consultant, Megan worked on impact fee analyses for more than 100 projects for clients across Utah and Idaho. Megan joined the Ada County Highway District in Fall 2022 where she leads the impact fee team administering ACHD’s impact fees. Megan also recently served as the project co-manager on ACHD’s 2025 updated impact fee ordinance and Capital Improvement Plan (CIP).
