    Caleb Roope

    CEO, The Pacific Companies

    Caleb Roope President and CEO The Pacific Companies Caleb Roope is the owner and CEO of multiple interrelated companies in the areas of development, finance, construction, modular manufacturing and property ownership. He has over 30 years of professional real estate experience with a concentration in affordable housing development, and over his career he has successfully built more than 200 apartment communities for low- and moderate-income families and senior citizens consisting of approximately 20,000 units at an estimated cost of $4.5 billion. Caleb has extensive experience producing assets that combine the resources and priorities of the public and private sectors, such as low-income housing tax credit projects, inclusionary and market-based multifamily housing developments, mixed-use properties and public schools. Highly skilled in accounting, finance, construction oversight, and project management, he is an adept and discerning leader who moves skillfully through financial, political, and other challenges. With a strong and experienced team of specialists supporting him, Caleb completes approximately 20 multifamily and special-purpose projects each year while devoting additional capacity to the affordable housing policy front where he is active at the local, state and federal levels.

    Cory Phelps

    VP, Project Finance, Idaho Housing and Finance Association

    Cory Phelps has been with Idaho Housing and Finance Association (IHFA) since 2011, leading its business finance and economic growth activities. In that time, Mr. Phelps has built IHFA’s portfolio to an average of $350 million in annual business. Mr. Phelps currently manages a team of 25 in the administration and oversight of Idaho’s Low-Income Housing Tax Credit (LIHTC), HOME loan, Collateral Support (CSP), and Tax-Exempt Bond Financing programs. As vice president, Mr. Phelps manages the competitive application process for annual LIHTC awards and all aspects of tax-exempt bond financing for manufacturing, nonprofit, and affordable housing projects. He also coordinates communication with all finance partners, including project developers, investors, underwriters, borrowers and commercial banks. In 2016, he consolidated the Economic Development and Multifamily Housing departments to form the Project Finance business unit. Previously, Mr. Phelps held finance positions with Zions First National Bank as the vice president and commercial portfolio manager and Washington Mutual Commercial Bank as a commercial banking officer. Most recently before IHFA, he was with the Eastern Idaho Development Corporation. Mr. Phelps served as a Board Director and past Board Chairman of Capital Matrix, a SBA 504 lender, and the New Market Tax Credit Advisory Board of MoFi Community Development Corporation (CDC). A graduate of the Greater Pocatello Chamber of Commerce Leadership Pocatello program, he also served on the program’s board of directors and as a facilitator. His past community involvement included leadership positions with the Southeastern Idaho Community Action Agency, Portneuf Greenway Foundation, Greater Pocatello Chamber of Commerce and the Pocatello Zoological Society. Mr. Phelps earned a bachelor’s degree in business administration and finance with a minor in political science from Idaho State University.
