We will also cover what is “attainable” in the Treasure Valley market and the role of the public sector in diversifying housing options.

    Deborah Flagan

    Vice President of Hayden and Simplicity Homes 24 years ago, Vice President of Community Engagement, Deborah Flagan, joined the largest private homebuilder in the PNW, Hayden Homes. Today, Deborah advocates for successful tools to drive housing affordability and availability with the goal of bringing a home to market that the area median wage earner can afford throughout WA, OR, ID and MT. While working to achieve this goal, she shares the Hayden Homes Give as You Go philosophy, by directing charitable resources to build housing through private public partnerships in the cities and counties Hayden and Simplicity Homes serves.

    Randy Rhoads

    Cushing Terrell

    Randy Rhoads is a recognized national expert on affordable housing with more than 30 years experience in the design of residential, commercial/retail, educational, and governmental/institutional projects. He has managed multiple teams of professionals simultaneously throughout the US develop various models of housing that are affordable, attainable and/or combinations of market rate units. Randy has developed more than 6,000 affordable housing units in 13 cities totaling more than $1 Billion in construction. Randy is an expert at alternative financing, PPP approach to development and fitting square pegs in round holes. Prior to joining Cushing Terrell, Randy worked for one of the nation’s top 50 for-profit affordable housing developers for over 17 years. Randy has held lead design and project management positions at a number of San Diego and St. Louis architecture and development firms and is a member of the Congress for the New Urbanism, holds a Bachelor of Architecture degree from Kansas State University and is a Registered Architect in the State of California
